Individual microentrepreneurs (MEIs) can apply for a loan from the BNDES during the new phase of the FGI PEAC (National Bank for Economic and Social Development).

How can MEIs get a BNDES loan?

The BNDES grants loans to MEI under the Emergency Credit Access Programme (FGI PEAC) or BNDES Microcredit.

To gain access to financing through the FGI PEAC, you must locate one of the forty eligible financial institutions.

Requests for BNDES Microcredit can be done through the MSME Channel, via an operating agent, or at financial institutions with their own networks of microcredit operating agents.

Emergency Access to Credit Programme (FGI PEAC)

The Emergency Credit Access Programme was established by Provisional Measure (MP) No. 975 of 1 June 2020, later codified as Law No. 14,042 of August 2020.

The aim is to increase access to finance for MEIs, micro, small and medium-sized enterprises (MSMEs).

Order No. 1,144/22 of 20 April 2022 reopened the contracting programme for new activities until 31 December 2023.

The new phase began on 22 August 2022.

The following organisations can contract financing backed by the IGF PEAC:

  • Individual micro-entrepreneurs;
  • Micro, small and medium-sized enterprises;
  • Associations;
  • Private law charities;
  • Co-operatives (except credit unions) (except credit unions).

To be eligible for the loan, you must have a Brazilian head office or company and annual gross revenue of up to R$ 300 million.

The smallest loan amount is R$ 1,000 and the largest loan amount is R$ 10 million.

The maximum repayment period is sixty months, with a grace period of six to 12 months.

Operating banks must restrict the average interest rate on the portfolio to 1.75% per month.

BNDES Microcredit

BNDES Microcredit is a low-limit credit line for MSEs and informal micro-entrepreneurs.

Individuals and companies with annual gross revenue of at least R$ 360 thousand can apply for funding.

Up to twenty thousand reais are available through BNDES Microcredit. They should be used to finance working capital and profitable investments in fixed assets.

For example, civil works, the purchase of new and used machinery and equipment and the purchase of materials and supplies.

The interest rate is negotiable between the operating agent and the client and may not exceed four per cent per month considering all rates.

How to take out a BNDES loan for MEIs?

MEIs can apply for BNDES Microcredit through the MPE Channel, through an operating agent or at financial institutions with their own network of microcredit operating agents.

To apply for credit through the programme FGI PEAC BNDES, it is necessary to locate one of the 40 operating banks authorised to issue credit through the programme.

What is the maximum loan amount for MEI?

The highest amount available in the Emergency Access to Credit Programme is R$ 10 million, while the lowest is R$ 1,000.

The BNDES Microcredit credit line offers financing of up to R$ 20,000.

The new phase of the BNDES FGI PEAC credit guarantee system has incorporated MEIs.

It has the capacity to reach R$ 22 billion in loans from commercial banks.
